Ballot harvesting did not come about to insure minorities had a fair opportunity to vote. Just look at where ballot harvesting takes place where it’s allowed. Nursing homes, retirement communities, senior centers and any place where the potential voter could be influenced to vote a certain way or simply sign a blank ballot to be filled out later by the harvester. The minority angle is simply not true.
