I think the contact with the sheriff and Mora is after the first bounty mission in valentine.

After you rescue Sean, if you hide somewhere, you'll see NPCs come through and remove all the bodies.

About the Sheriff and Moira:
The game needs a point of origin for an npc voice to come from, which the game uses an npc character model.

As you're not meant to be anle to see them. So, there is no need to load those specific character models.
As the way that games like this work, it loads assets in the area before the player gets near.
This means, that using a random npc, something that is already loaded in, save on load time, and cpu usage.

I guess the reason why they put the 2 random npcs for moira and the sheriff its because they put a place holder for the voices they actually done it for the easter egg bigfoot you can kill the placeholder of bigfoot but its just an invisible npc

It's not the sheriff and moira. I heard the NPC dialogue before I did any of the bounty Hunter missions for the sheriff and I still saw Moira alive and well

bodys actually decay a lil bit too if you come back after a couple days but stay in the area

Malloy however is in the sherrifs office bottom floor during that encounter so it could not be him

RS better have something really special cooked up for GTAVI because RDR2 has so many tiny details that make the game so much playable and enjoyable, I'm on my 3rd playthrough as a matter of fact. So yeah, this game is a masterpiece, but GTAVI better be a step or two above RDR2.

Yeah, I listened to that argument/murder of Moira while the Sheriff was actually standing outside the front door with his hands on his hips.
I bet they just used prop NPCs so they wouldn't have to tear the actual sheriff away from his routine, and just hoped players wouldn't notice him standing outside cool and collected

I think the devs probably used other NPC voices on purpose. Just my guess though. 😊
