Milton Freidman and Thomas Sowell have always said you will increase tax revenue with lower tax rates. With lower tax rates it becomes more reasonable to just pay the tax than to pay accountants to find all sorts of loopholes in addition to making it not worth the risk to simply not pay taxes or commit fraud.
