appreciate it for the appealing inhalts but why is The terrorists blew the Embassy up is correct while The wind blew the street up is wrong ? In other words, why the first sentence is phrasal while the second one is prepositional? Looking forward to your patient reply! thank you a lot

I don't understand why it would be incorrect the wind blew the street up, up is a preposition that indicates the manner of blow or what, SOMEONE THAT CAN HELP ME
