EVERY fire department issues a report on a fire. I'm a fmr firefighter. This scam happens with buildings, cars, boats and so on.

I see what happened. The woman filed an insurance claim on her renter's insurance (which covers her belongings) and the church filed on its property for whatever was damaged by the smoke. The church's insurance paid (because even if there was a fire set by the tenant, it wouldn't be to the blame of the church), but the woman's insurance company DIDN'T pay because her things were either not damaged or the insurance company determined that it was a bogus claim. Undoubtedly the church people probably had no idea exactly what happened but when they found out the woman had done it intentionally, they quietly put her out because they wanted to "help her" but not embarrass her. So the woman is trying to get money from the church but they weren't going for it.
