At the news conference after the last round of negotiations, Donald Trump made a surprisingly strong statement of success for the phase one trade deal. Tariffs were not mentioned as any part of the expected written agreement. But, Trump's discussion did suggest that he was likely to remove the December tariff hikes if the agreement progressed as expected. Trump's stated position was clearly much more aligned with the Mnuchin wing of his entourage than with Peter Navarro. China's main concession seemed to be a willingness to move forward with agricultural imports and other items in the deal without demanding that the United States remove all of the tariffs. Nothing in the statements of the last two day changes that reality. Donald Trump has not committed to remove any tariffs. But, he is likely to remove at least the December tariffs if the phase one deal does complete. Tariffs will be removed in phases. Certainly discussion of additional tariff removals will be part of the discussions for later phases. The biggest positive of the phase one deal will be moving from agendas where both China and the United States are trying to find ways to damage each others economy to one where there is a least some effort towards reducing barriers and working together. America will be divided in how it reacts to the new agenda. Those who want to do business in China or profit from Chinese who come to the United States will continue to take advantage of the possibilities the deal allows. Others will continue to suffer from hysteria about the threat of China's rising economic power. China will continue to explore all of the opportunities different parts of the world offer for business with China. But, more of China's focus will be on its internal economy. If the United States and China can find more ways to improve their economic relationship, China will take advantage of them. Otherwise it will look elsewhere.
