Could Musk's daily $1 million voter giveaway be illegal?

Elon Musk announced he would be giving out a million-dollar check every day until the election during a town hall in Pennsylvania Saturday night.

However, there have been some questions about whether or not this sweepstake is legal. Comment what you think below.
