The $75k cost of living should be counted on both sides. On civilian side, you receive $0 and spent $75k. On HPSP side, you receive $82.8k, but still has to spent $75k to make it a fair comparison.

I could be wrong here, but wouldn't the cost of living and tuition be 0, not a positive value, for HPSP?
