Если ничего из указанного видео не помогает - основная проблема данных китайских свистков - клонов на STM32F**** - несовместимость с новыми прошивками в программе STM32 ST-link. Скачиваем STM32 ST-link версии 4.1 и делаем firmware update на версию V2.J28.S7 - ошибка Can not connect target - пропала.
