How to turn traditional lineart into digital lineart on Paint Tool SAI

In other words, how to make a photo layer transparent and make it look clean, too.
This information could potentially be useful to people using a mouse to make digital art, so you don't have to draw the lineart, just color it.

Except for when u put luminance to transparency
With colored line art it turns it black and white.
Thats fine though since i can color the lineart

Also for this to work, does the outline have to be done in pen, because I do my outlines in a 6B pencil
