there are many sub genres of house. For example acid house can contain many songs that are based on upbeats using synthesized melodies and funky chords. Downtempo is based more on smooth chords like jazz over drums

to answer your question how to define house, you'll need to dive into the history of techno, and EDM. Mostly inspired by London, techno/house is a genre of using synthesizers and drum machinese such as Roland TR 808s over uptempo beats.
