I figured this out while learning about Trifflin's dilemma. Once a fast progressing civilization agrees to their currency becoming a 'global' reserve then they quite literally seal their fate in stone because everything they do from that point on will be the exact opposite of what got them to the top thus ensuring their eventual decline.
