The USN can afford to take their time, because they still have 10 Nimitz-class nuclear supercarriers, each of which is significantly more powerful than any other carrier on the planet. They simply don't have the personnel to crew more than 11 carriers at non-wartime manning levels.

Quantity can be its own Quality. This was the approach the US had in WW2 with tanks and it worked.

During the 1970's and '80's, Washington politicians decided to phase out ship building on a massive scale. Men with decades of valuable skills in ship building vanished. These highly skilled shipbuilders cannot be replaced over night. The San Francisco Bay area use to team with shipbuilding; now it is all gone. Vanished into history. Even if the shipyard was to hire a new person, it can take at least ten years working around ships before the new hire can become proficient. Now there maybe one or two yards that can build a complex aircraft carrier that meets Navy standards. So, if any Navy Aircraft Carrier sinks, it cannot be replaced quickly.

They are also built to take a serious pounding without sinking, I don't think the Chinese are. We don't know for sure, but building a fleet in a rapid succession is an earmark that makes me scream out that they won't be able to take a beating and sink easy.

I'm pretty sure it's about the labour being insufficient to meet the needs of the Navy as they also need to maintain their other ships.
Then there's a difference in ideologies, capitalism vs communism.
