It’s not meant to be a game over screen it was in the space world 2000 trailer back when Luigi’s mansion was meant to show the power of the GameCube

That was never actually a game over screen because not only is not in the file’s of the game but all footage of the beta of Luigi’s Mansion when a player dies it just says Good Night and takes you to the main screen. That clip you watch actually is just the end of the E3 2001 Luigi’s Mansion trailer it was simply just to lure people into buying the game.
