With Rogue, it depends on how long she holds on.

Concerning Killer Frost, she doesn't generate cold, she absorbs heat and that is why she is weak to cold. In their first fight Firestorm reasoned if he attacked her with heat it would weaken her. When the attack failed and made her stronger Professor Stein let Ronnie know that Killer Frost doesn't generate cold, she absorbs heat.

There's a character in the anime "Supergal/Maris the Chojo" that illustrates the problems with superstrength. It features a species where everyone has Superman-level strength. The problem is that they can't control it, and due to that they are always causing massive amount of property damage that they have to pay for. The only way they can operate safely is to wear a restraining harness that massively controls their strength.

A lot of powers are only helpful if they can be controlled. Otherwise, they do more harm than good. Super strength can be helpful although impractical in everyday situations, but if you don't have any motor skills, you could cause a disaster.

Rogue is probably the most powerful character. She’s a tactile telepath with the ability to control her body structure to gain powers. Basically a step up from Synch. Her not being able to control it is a hero nerf. If she had full control of her powers, she could go into a person’s mind and learn how to use that power. Kinda like a merging of Sylar and Peter Petrelli from Heroes.

Tonya Todoroki AKA dabi has fire powers that surpass his father endeavor, but the catch is that his body is more suited for freezing temperatures rather than blazing temperatures. So, every time he uses his power, he keeps burning his body.

I dunno if it's been retconned, but Scott Summers' powers are also effected by the brain damage he received in a plane crash. Without the crash, he would have been able to control whether his open eyes emit blasts. His brother has no problem controlling his power. Amusingly enough, their bodies are much more efficient at capturing and storing one another's blasts, making it simple for them to safely charge one another up in an emergency where one of them needs to be stronger.

Depending on which incarnation of the Hulk you get, it could be cool or horrible. The most often seen incarnation is the "Savage Hulk", who refers to himself in the third person. He basically has the intelligence of an learning impaired child and, more often than not, lashes out as Banner is usually in great physical danger upon his transformation. Hence, you're dealing with a very angry, half ton kid who can shatter mountains with a single punch. Rather than trying to calm him down, matters are usually made worse by soldiers, heroes, villains or whomever trying to stop him by attacking him. It's another irony in that Banner transforms into this human of ogre-like stature with nigh unlimited strength, yet he can't control it.

If I'm not mistaken, Rogue is now able to touch people and is in control of that particular ability. However, I'd say she'll eventually lose control of it at some point. It's interesting in that for practically her entire existence, Rogue is a beautiful, vivacious, flirtatious young woman, yet can't be physically intimate so there's the ironic twist.
