at 3:40, if you pause, you'll notice under the "add" menu is "Docker Support".... Creates the whole dockerfile for you with the default info.

Publish option in Visual studio is opening Publish wizard for me. Not the one you're showing and this Publish wizard feels alien to me. Anyway I could see the options you are seeing?

PS: I am using VS 2019
