If Blue Origin would have won the first HLS contract, there wouldn't be a second. No one was expecting SX to win the HLS contract, hence, the second contract competition to be sure that the company team won that was expected to win the first time. NASA realized that they were stuck with SX, so they had to save face. Choosing SX for HLS cost Kathy Leuders her job. Now, she heads the Boca Chica complex.
