It's mainly french cars that do this. It also carries over to the interior where cars with push button start often have the start button in the same position on right and left hand drive cars which means us UK drivers have to lean to the passenger side to start the car.

It's not just Twingo. It's been on the older Clio for years. Peugeot 206 and a Nissan model Nd some BMW's are like that too. My Citroen C4 has sweep to centre wipers but the drivers wiper is smaller on RHD models and in very heavy rain with wipers on super fast can cause a little rain to splash on the drivers side.

That's just how the french role! Its just a matter of the cost to flip the motors and rain sensors around.
