i had that issue after i reinstalled windows and valorant still existed in my other drivers, do trying to use the same file that existed before, gave me issue: deleted the Riot files and valorant files everywhere they existed, unistalled the game, reinstalled it and it fixed the DirectX runtime. good video going straight to points.

Thanks idk why people post fake fix vids for this🤦‍♂️ this one worked. My windows corrupted and I had to redownload it using a usb drive, after I set everything up again I kept getting the runtime error, then I just downloaded the directx runtime folder and it installed and fixed it
