FYI: I was getting a '"spawn php ENOENT..."' error when I tried debugging. The solution for me was to add the following to my environment path:
C:\xampp\PHP
Otherwise, great tutorial!

Great video but it didnt work for me. I followed it step by step. I wonder if my local Windows Firewall has anything to do with it. So if I cannot telnet localhost 9000 then it wont work right?

you need to add the xdebug settings to the end of the .ini file for this to work or you need to comment out the settings that are already present.
