This is how I see it. Whitebeard at his prime would be equal to Roger. Although we have to remember that whitebeard is a few years younger than Roger so im sure there was point in time where Roger was a little stronger. Now on the garp and Roger case, I believe in their younger days they were closer to the same power then later on when Roger was at his peak I believe he was stronger than garp. We have to remember Garp was already in the marines when Roger became a pirate.

I’m pretty sure it was no pirate not creature capable of going toe to toe with roger
