Those requirements are based in the CBT2 build, which is not optimized. These requirements will change on global release, but even people who played CBT2 below the minimum requirements were mostly running the game smoothly at 60 fps and in low graphs.
The site you presented is useful, I will try it out but keeping in mind that the requirements will change anyway.

If I’m on iPhone XS Max, would I be able to run the game on a smooth 60 fps if I set the game at low/medium graphics?

(Asking because I can run genshin on a smooth 60 fps on medium graphics so I assume it’s around the same)
