Paradox has been doing this weird outsourcing (or a separate internal team) every other DLC on all their games and it shows more and more. One bad one, one good one, one bad one, one good one... Stellaris and CK3 have been very stark in the difference.

Edit: For clarity, on some games it's just a separate team internally doing the alternating, but that still runs into the same problems if they can't make core changes and are just bolting things on.
