I think it is about time that law enforcement cares about these crimes. They should change the law where the perp must pay for the repairs, pay a fine to law enforcement for doing their jobs and pay restitution to the victim. If 1k in damage turns out to cost the perp 10k to 15k people may be less likely to do this 'harmless' crime.
