Low rated players don't resign because their opponents are low rated and might mess up. I'm rated around 750 right now (I'm trying) and there are games when I've blundered my queen and still won. Even if I'm down to only my king, I wait it out and make them seal the deal because they can either run out of time or stalemate me.
