This is incredibly late, but it seems to me that Evil Tusks might have just been written wrong and perhaps meant Evil Tasks? Just makes more sense to me.

+Woopsire I never knew about the Tusk thing before, but maybe Giovanni's first or favorite Pokemon is a Mamoswine? I mean, it is the "Twin Tusk" Pokemon. And a Ground-type to boot. The biggest issue here is he has never been seen using one, although I suppose it could have died earlier in Giovanni's career. As an alternative, Nidoking, one of Giovanni's most iconic Pokemon, also has tusks, so it might just reference that. Lastly, tusks are fierce-some weapons, so perhaps Giovanni just wanted to invoke this image like one might invoke fangs, guns, or swords.

Also, in the games Team Rocket has no connection to Mewtwo. That connection only comes from the manga and the anime.

1. Jessie and James is a reference to the western outlaw Jesse James.
2. Butch and Cassidy is a reference to Butch Cassidy and the Sundance Kid.
3. In Gold and Silver (IDK if he does this in Crystal or the remakes), Silver (your rival) never mentions why he hates Team Rocket or that Giovanni is his father.
4. Petrel's Japanese name (Lambda) is actually a Greek letter.
5. At one point, Lt. Surge, Koga, Sabrina, Will, Karen and Pryce are with Team Rocket. To date, this has not seen anywhere except for the Pokémon Adventures manga.

My theory about the evil tusks thing, is that it has to do with poaching. This is because team rocket illegally huts and captures Pokemon. Poachers illegally hunt and kill animals. Some of those animals, such as elephants or rhinos, have tusks, which would be cut off and sold for money.
