Most European countries have a LOT more than 2 parties getting any significant amount of votes so for non voters to be the biggest group they would only have to account for a much smaller percentage compared to the US.

4:45 correction: the "non-voters" would be the biggest party in most European countries because even if the turnout is (on average) higher than in the US, the most voted party doesn't reach 30% of the vote in many countries. So with a turnout of 70%, there's 30% of non-voters, while the most voted party usually has 20-25% of the vote (in places like The Netherlands it's even more fragmented so there's over 10 parties with representation (I think the last election around 18 parties got seats?), and the #1 party sometimes struggles to get 20% of the vote).

Your logic *would* hold if there was only *one* party in each country (other than the theoretical ‘non-voter party’).

You mistaked in 5:00 elections map. This is the biggest party bit not majorty. For example in last Poland european elections around 51% voted (49% non-voters) and biggest party had 34% at voivodeship elections. That means that majorty voted but not voters still get more votes than any other single party
