If you go to Geonosis, you can unlock Clone Trooper (Captain) and in the mission you get to fight the three creatures from the Battle of Geonosis from Attack of the Clones

If you want the rest of the Jedi Council, you still need Plo Koon and Shaak Tii. Plo is on Geonosis where you have to smuggle a free thinking Geonosian to university on Naboo. Don’t remember what Shaak Tii’s mission is. Aayla Secura is another Jedi you should unlock but she’s not a Council member

You could try to unlock all the bounty hunters from The Empire Strikes Back, though that would require story progression for at least Bossk unless you followed one of those guides on how to unlock all the planets in free roam. I just got Zuckuss and 4-LOM, who was one of my favorites of the original three games.

Would've been easier to shoot the probe droids with the bounty hunter spread shot upgrade. Side note: this upgrade doesn't work on the shooting gallery in theed naboo and is incredibly difficult to get darth maul's scimitar.
