If GLX-13 is GLYX-13 wikipedia indicates "On March 6, 2019, Allergan announced rapastinel failed to differentiate from placebo during phase III trials. Its development has since been discontinued."

So yes, it _reached_ phase III, but did not pass it; this lowers the claim of "laughter molecule helps depression" quite a bit.
