We will install the Syncthing App on an Android device, a Linux computer and Windows. And I'll show you how this will automatically backup your phone photos to one or more computer computers. This solution does not require any cloud access though it will work over the Internet.

the location services also includes seeing the SSID of wifi networks which it needs to know when you are in your home network because the location permission seems to Bundle up Bluetooth LE beacons, Wifi SSID and strength information alongside your location

Mahalo for the app suggestion. My Android and iPhone use wires to transfer their stuff to my computer; it never even occurred to me seek a wireless solution like Sychthing. Mahalo again!

Syncthing makes it possible to run your own local discovery servers. So it is possible to have the setup completely local without any third party cloud service.
Awesome.

Finally the Easier to Understand of how to use Syncthing
although you seems to be a little sceptical to popular service like iCloud or Drive, but the explanation of Syncthing is good

Rob,

Have you looked into Resilio Sync? It's pretty close to Syncthing, but without the centralized server.

I have mine set up without the use of a relay server, no tracker server, and you can tell it to use predefined hosts (your internal IP) from within your network using port 26131.
You can also have it use a relay server if needed, but I find that you rarely need to use one unless you are trying to sync via the internet.

I have mine set up to where let's say 3 of 5 peers are predefined with internal IPs only, and only 1 pair (like my phone, and then one computer at home) need to be reaching out to the internet. My internal peers grab the new files from the internet-reaching peer.

This used to be called Btsync or Bittorrent Sync until they renamed it to Resilio Sync, which by the name suggests uses bittorrent protocols that are decentralized by nature.

Since Android 8.1, WiFi network can only be identified when location info access is granted, SyncThing app states.
It is needed when one wants it to work only when connected to specific WiFi networks.
