Exactly. God is the all powerful and has to give permission to satan. satan is not all powerful. He can't do anything without God allowing it.

Adam gave away his seat at the heavenly council to Satan when he ate the fruit. Satan was flaunting this and boasting that he owned the whole earth. God then questioned this boast by bringing Job as a witness.
