dragons exact feats are unknown, but his power lower margin can be estimated, because if we look at luffys execution scene at loguetown, we see that lightning strike: 1) is extremely powerful, because all loguetown is shaking; 2 )power is very well controlled, cause only buggy is damaged (but not killed) and no one else even at just a couple meters from the stage. (same is with the wind gust - wind didnt injure anyone or collapse building, but it did break military canons - shows how this power is precise). so usually a person who is very good at controlling his great power, that person is extremely strong.
---and yes, that lightning was dragon's, because of simple logic: 1) wouldnt he try so save his son from execution, as he did later on with smoker?; 2 ) people say its nika power: nika activates when heart stops (drums of liberation - beating - HEARTBEAT) - heart can stop in two cases: 1) death; 2 ) great fear, that makes your heart stop. in execution scene luffy neither died, nor he felt fear (he accepted death and smiled, so there was no nika;s activation)
