In fact, HHH told that Seth's title was created because he wanted WWE to have at least ONE full-time defending champion (with Roman defending only once every few months as a part-timer. HHH could have stripped Reigns, but decided to create a new title instead.

We can neither deny nor confirm your theory, because nobody knows what the plans with Roman are.

Remember how Brock Lesnar won a world title in the Elimination Chamber, and then challenged Roman for the other world title?
Since then, Roman, who was the winner, started going around with two belts on his shoulders.

In the end, they decided to unify them into one belt, and make a new world title as if nothing happened.
But it's not because they needed to give Seth attention.
It's more like both shows (RAW and SmackDown!) and both TV networks that hosted those shows, were supposed to have a world title.
As it has been since forever.
So really, the new title that Seth won was more a hard reset on the "one champion system" and a return to the "two champions system" that WWE has had for decades now.

The three members of The Shield were top stars in WWE, they were supposed to be at the level of Shawn Michaels, Triple H, The Rock, Undertaker, but Dean Ambrose didn't like how WWE Creative handle him, he was beloved by the crowd, he was giving center stage matches but he always end up losing, I guess he wanted to be in a place where he would win matches and be allowed to be more wild and hardcore, so he went to AEW. he was going to be the next Stone Cold Steve Austin.
It is said that Vince cried begging him to not leave, there were big plans for him.
