PAT (Portable Appliance Testing) testing regulations ensure the safety of electrical appliances in the workplace or public spaces. According to UK law, employers or landlords are responsible for ensuring that electrical equipment is safe to use, which includes regular testing and inspection. The Health and Safety Executive (HSE) recommends PAT testing at appropriate intervals based on risk assessment. The PAT Testing Act requires all homeowners, employers, and even individuals who are self-employed to ensure that their movable electrical equipment is safe and fit for use. These items must always be safely maintained and in decent working order.

The regulations assume that any proficient person can perform this using a PAT tool or tester.
