The state doesn't know that there's permitting processes? Did the state seek permits prior to breaking ground? If the federal government is already permitted a use it would be hard for them to change it. So it sounds to me like the state drop the ball prior to assuming they could use the land. Now the state knows what it feels like to have somebody bigger than them come in and muscle on their land.
