I kinda like the idea an older Superman game did where Superman didn’t have a health bar but instead the city had a health bar and you needed to prevent destruction as much as possible

Simple you make it clear early that he can take down basic people like bank robbers, gun fights, etc. then you show a larger threat come in so you not only feel like a powerful person but you feel like the only hope

A good Superman game would probably be one where he's fighting against people in his own league of strength like Kryptonian, New Gods or other similar beings.

Justice League Heroes was a pretty fun game with Super-man, though tbh I want a flash game way more, they could do things like Cyber Punk Sandevistan active did to slow down time
