Why wouldn't he be able to? Most grabs can, as long as the wall is thin enough. In this case, theres like 2 ticks that make sure the champ is following, so he rubberbands over the wall if skarner gets too far too quickly. Thresh lantern also works wonders like that

Even Nautilus Q can drag him over that thin wall if he stand close enough

Only very thin walls, like dragon pit and the ones around mid lane. You both have to be veeery close to the wall, so it usually doesn’t happen.
