the color cipher at the bottom of the page when bill tells us to do the “its time to get weird” ritual thingy also says something along the lines of “the axolotl thinks he’s won but bill’s games have just begun” hinting that bill, at the very least, hasn’t been defeated. unless bill himself wrote that and he just thinks he’s able to defeat an actual literal god
