This is because Disney's animatronics run on a hydraulic system. If they're stopped, it's a complicated process to get them started again, so it's way easier to have them constantly running. This goes for almost all of their animatronics.

I used to love going by the Ewok village by Star Tours at Disney Studios. Even though the park was closed you could see lights inside the huts up in the trees and hear the Ewoks talking and singing

YESSSS !! I’ve seen a lot of his videos and this was HIGHLY CREEPY AND DISTURBING! Also, the guy on the rocking chair with his banjo next to them doesn’t seem to ever shut off either.

Also, did you ever see the one where he breaks in Expedition Everest and he goes right up to the Yeti too? It’s not even a functioning animatronic but it is so nightmarish that I am getting chills just thinking about it LOL!

if you find that crazy, Universal keeps all the lights and music on at night so the electricity bill is probably in the hundreds of thousands
