You should understand that visa (viisumi) and residence permit (oleskelulupaa) are very different permits. They are administered by different parts of the administration.
Visa is under the Ministry of Foreign Affairs and is always a permit to enter and to stay for no more that 90 days.
Visa is a permit to visit. There are no longer term visa categories.

Residence permits are needed for staying for longer than 90 days.
Residence permits are handled by the Finnish Immigration Service, a national agency under the Ministry of Interior.
