Google Chrome not staying signed in any devices

I've been having issues staying logged into chrome for several days now. It started a few days back when I logged out of all devices and tried to log back in again.

I use Google for everything including my work so I would really appreciate help getting this fixed!

I cannot sign into Chrome on my Windows PC, Google Nexus 7 and Google Pixel. I have not forgotten my credentials and I can enter all security settings. I temporarily took off 2-step verification as I had done it so many times I got locked out of getting more codes.

The problem is, When I try to log into Chrome it loads as if I have logged in for a split second, then appears as if I have not logged in. This goes round in circles and there is nothing I can do to stay logged in and sync my data. I will attach some screenshots as it is difficult to describe.

So I sign into Chrome and it says that it has worked

And after I press "OK GOT IT"

It sometimes says "setup in progress" or just "sign in to Chrome" again

Even after signing in the profile does not change

No matter how many times I try logging into chrome on ALL devices, this keeps happening repeatedly.

Here is what I've tried so far:
Deleted cache and browser data
Logged out of all devices
Reset chrome to factory settings
Deleted chrome and re-installed
Deleted chrome and all Google-related apps (Drive, Sky Fonts etc.)
Successfully logged into separate account but not mine

One thing that is worrying my is that I tried to log in on a separate google account - and it was successful! But when I try to log back into mine and I have the same problem. I'm 100% sure there is a fault with my Account.

The only data I have lost so far are my bookmarks and saved passwords. I have backed up my Drive contents, Photos and Previous bookmarks I found in a HTML file.
At this point I just really want to get everything back to normal across all my devices.
