My sis helped with a formula program in Milwaukee some yrs ago and the effort to combat infant malnutrition failed. The mothers drank the formula.

Fewer women are pregnant in 2022, the lactating population by percentage has never been lower. This has been cited as the biggest reason why formula has been so much more important in recent years. It is largely used to supplement women's own breastmilk production, more than outright replacing it, but there aren't enough donors available anymore.
