One Stuck VNT Lever, One Not Stuck

I'm replacing my blown turbo with another used one. Unfortunately, the replacement one has stuck vanes. The 2nd turbo show is the blown one, but the vanes are clear. Note the huge difference in range of VNT lever movement between the two.
