They listened when they made the anti-tank work only against heavies, like real anti-tank mines. This is most definitely a bug as theyre not supposed to do this anymore ever since the 60 day patches.

Antitank mine can indeed detonate under regular human weight. Saying this as a former Ukrainian military, don’t believe in everything you read in the books
