Initiation: binding of RNA poly to promoter
Elongation: RNA poly unzips DNA and creates mRNA
Termination: RNA poly stops synthesizing upon reaching terminal signal

It would be G=T but only for a moment becuase there are enzymes that proof read the base pairs and make corrections in these cases. So in this case either the G or the T will be removed and replaced with the complementary base pair.
