God doesn't prophesize. God decrees, informs, he's the originator, creator of the information.

There’s also in the same Surah in verse 8 a clear warning AFTER the two prophesied destructions, and it goes as follow :

عَسَىٰ رَبُّكُمْ أَن يَرْحَمَكُمْ ۚ وَإِنْ عُدتُّمْ عُدْنَا ۘ وَجَعَلْنَا جَهَنَّمَ لِلْكَـٰفِرِينَ حَصِيرًا ٨ ( Perhaps your Lord will have mercy on you, but if you return, We will return.And We have made Hell a ˹permanent˺ confinement for the disbelievers.”

I’m no scholar but I believe verse 8 answers the question somewhat:
“It may be that your Lord will have mercy on you but if you repeat (the crime) We shall repeat (the punishment)”
This is the way of God. If you return to the same prohibited conduct you face the same consequences. The question is has Israel returned to the same conduct of ‘corruption’ and ‘arrogance’ on the land?

Your explanation makes sense but if they were already punished twice for their misbehavior then it's 100% certain that they will be punished again for the current misbehavior which is even worse compared to the past ones.

In the ayat there is explicitly a difference between the two promises. Allah has explicitly stated that the first promise has been completed, which means that it is something that happened in the past. When it comes to the second, it is indicated what will happen to them, which will actually take place in the future. Nowhere in the aya is indicated that it is a promise that has been completed.

In the ayat, Allah warns Bani Israel what the consequences are for their behavior: if you do good, you do it for yourself and if you do bad, you do it for yourself. From the Quranic perspective it is something that will take place in the future.

As a Christian, I enjoyed Dr Sabir' thoughts and yes the two cities and their inhabitants mentioned are the first relating to genocide. And Prophazing is telling those who choose to listen, what will take place in the future and only GOD knows that. @therealsheikh Yes?

In Isaiah 11:11, God promised to stretch out his hand to regather Israel from the four corners of the earth “a second time” (the first time being from the lands of the Babylonian exile).
We know from Hosea 3:4-5 that it would occur in the last days, and Amos 9:15 tells us that they will never be uprooted again.
