The Byzantine army was not capable of mounting over 200, 000 men to fight a small rag tag army, it's suggested that the Byzantine ar.y that fought the Arabs was around 3, 000-7, 000 because the byzantines had just left a 20 year war with the Persians, which left their economy in shambles alongwith their military state which was also in shambles. This was also the same for the Sassanids (Persians) whom also were severely weakened and in civil unrest and revolt due to economic ruin. These factors allowed the Arab armies to defeat the armies of Byzantium and Persia.
