This cage is way too small for 2 budgies, the bare minimum for 1 budgie is 18 Inches Length x 18 Inches Wide but as you have 2 you will need at minimum a 24 Inches Length x 18 Inches Wide cage! The best cages for budgies would be a flight cage! Also they will need natural wood perches, the dowel perches which you currently are using in the cage are not good for your budgies foot health! Dowel perches cause bumblefoot which is an infection in your birds feet which is caused by the dowel perches. You also have a sand paper perch which is also very unsafe for budgies as it causes friction on the bottom of the feet when they perch on it which causes sores and wounds on the bottom of their feet. I also noticed you added a mirror in their cage which is really bad for your budgies mental health, mirrors can cause your budgies to become addicted to it and mirrors also cause hormonal behaviour in your birds which can lead them to become aggressive towards you. You also didn't add any toys to the cage which is essential to keep your budgies stimulated while they are in the cage. They will need shredding and foraging toys, which are easy for them to shred and destroy which keeps them stimulated and busy throughout the day.
