W, it should be around No to Low difficulty in my opinion because Otto is johan level and one of best villains I see in entire fiction.

He have excellent philosophical representation of Nietzsche and Morale debate, where people are debating whether Otto actions is good or bad in overalll.

Although his writing in term of complexity and depths are on excellent level meanwhile Kiana good at development more than Otto but I see her lack complexity's and depth of character by general after Arc city, although I her does not have any morale conflict where people debate.

He may not close to smartest guy in fiction in my list but still top tier smart guy and forever my Goat.
