Maya: How to Unhide/Reset Interface

My issue is that the plane won't rotate around so I can see all sides of a model. I can zoom in and out. I can hit move tool and the model slides left, right and back and forth. But, the plane the model sits on just sits there and I can't rotate model around.

and if nothing shows up in the perspective view while you are in uv editing, how do you fix?
